		<description>You've got it backwards.  There were 42 NAY votes that featured 41 Republicans and 1 Dem (Harry Reid, which is a procedural vote necessary for the Majority Leader to reintroduce the same bill at some future point).  There were 56 in favor, including four Republicans and one Socialist.  The two not voting?  Both Republicans.

&lt;a href="http://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=110&#38;session=2&#38;vote=00110#position" rel="nofollow"&gt;Look for yourself.&lt;/a&gt;  Cloture votes need 60 YEAs to get by.  Dems don't have that kind of majority.  Sadly too, they keep politely rolling over and allowing these cloture votes instead of making Republicans filibuster to stop Dem bills from hitting the President's desk.  &lt;a href="http://media.mcclatchydc.com/smedia/2007/07/20/16/654-20070720-FILIBUSTERS.large.prod_affiliate.91.jpg" rel="nofollow"&gt;This was a snapshot of the use of the tactic from last year July&lt;/a&gt;, I'd be interested to see if it's still on track to set that record.</description>
