		<description>In this case, I think you are giving them too much credit.  Really, they just aren't that smart.  Evil, sure, but not smart.  I think what is really happening is a kind of plain old graft that thinks you can skim forever without consequence.  Alas, there are serious consequences, because the ground is moving beneath them in many unexpected ways.

Remove the tax subsidies and watch demand go to almost zero overnight.</description>
